The International Chamber of Shipping (ICS) is a not-for-profit London-based trade association for shipowners and operators, representing the world’s national shipowner associations and over 80% of the world’s merchant fleet. Established in 1921, its purpose is to ensure the development, promotion and application of best practices throughout the shipping industry, encompassing issues of maritime affairs, shipping policy and technical matters, including ship construction, operation, safety and management. ICS is also the leading industry body promoting sustainable and equitable decarbonisation of the industry.
JOB SUMMARY:
Reports to the Director Nautical. Responsible for the development and implementation of ICS policy on technical, operational, security and environmental issues affecting international shipping and other operational matters as defined in the ICS Marine Department Matrix of Responsibilities.
Assesses the impact of relevant maritime regulation on the commercial operation of the international shipping fleet.
Actively participates in International Maritime Organization (IMO) Committees and Sub-Committees to represent the interests of ICS Members, shipowners and operators.
Cooperates and coordinates with IMO member States and other relevant stakeholders during the technical work necessary to develop and maintain statutory regulations.
Contributes to the development of best-in-class publications and guidance to support regulatory compliance and respond to emerging challenges affecting the safety and efficiency of international shipping.
JOB CONTENT:
Participation in IMO and other international meetings:
- Representing the shipping industry at IMO Committees;
- Preparing and developing industry submissions to IMO meetings, and other bodies as appropriate;
- Preparing IMO meeting briefs;
- Managing ICS Committees, Sub-Committees and Panels and preparing agenda, meeting notes and minutes.
- Managing the development of industry positions on issues affecting shipping.
- Managing the development and contributing to drafting and maintenance of Industry best practice and publications, along with support of other commercial activities as appropriate.
- Participating as an industry speaker at external meetings and events. Promoting the shipping industry and its interests.
- Responding to regulatory proposals and maritime incidents.
- Developing good working relationships with governments and other industry bodies.
- Preparing responses to press queries.
- Analysing and disseminating pertinent information to ICS members. Providing direct responses and advice to ICS Members, shipowners and operators on regulatory developments, including technical background and authoritative interpretations.
- Liaising with other ICS departments, as appropriate.
- Participating in joint working groups with industry associations.
SKILLS AND QUALIFICATIONS:
- Educated to tertiary level.
- Maritime experience not essential.
- Excellent written and spoken English. A confident communicator able to articulate technical arguments clearly and convincingly both verbally and in writing (to both internal and external audiences). Attention to accuracy and detail essential.
- Familiarity with the regulatory environment in which the shipping industry operates.
- Logical, analytical thinking. Ability to review technical papers efficiently and summarise the salient points accurately.
- Ability to produce committee papers and accurate minutes of meetings.
- Good general knowledge and interest in international affairs particularly those affecting shipping.
- Ability to understand a wide range of issues that will affect the shipping industry and ability to develop appropriate responses.
- Ability to take a diplomatic approach in meetings (as well as an assured, firm and polite approach when necessary).
- Comfortable with and ability to use, analyse, interpret and develop statistics.
- Willingness to work flexibly.
- Willingness to travel abroad.
- Competent in MS Office and general ability with IT.
- Self-motivated, with the ability to work individually and within a team.
- Ability to work under pressure and deliver to tight deadlines.
