Maltese lawyer and politician currently serving as the Minister for Sustainable Mobility, a position held since June 2026. Previously, he served as Minister for Transport, Infrastructure and Public Works from January 2024 to June 2026. He was first elected to Parliament in 2022 and was initially appointed as Parliamentary Secretary for European Funds before assuming ministerial responsibilities. He was subsequently re-elected to Parliament in the 2026 general election. 

A graduate of the University of Malta (Doctor of Laws, 2007) and De Montfort University, Leicester (LL.M. in Sports Law, 2014), combining a strong legal background with extensive experience in sports governance, European affairs, and public administration. 

Prior to his parliamentary career, he served as Vice President and Head of the Legal and Football Governance Department of the Malta Football Association (MFA), establishing and leading the Association’s Legal Department. During this time, the department expanded to include the registration, licensing, and disciplinary sections, handling matters related to commercial, employment, intellectual property, and sports law. Subsequently, he served as a UEFA Integrity Officer, a member of the UEFA Control, Ethics and Disciplinary Body, and as a UEFA Match Delegate. 

He also contributed to national policy and governance, assisting the Government of Malta on several committees, including the Committee for the Reform on the Administration of Public Land Granted to Maltese Sports Organisations. He has served as Chairman of the Sports Scholarships Board and as Malta’s representative on the Council of Europe’s Enlarged Partial Agreement on Sport (EPAS).
