Rachel is the Head of Shipping Policy for the International Chamber of Shipping.

The Shipping Policy team supports the Shipping Policy Committee at ICS, which sets the global shipping industry’s agenda on a wide variety of policy matters concerning the smooth operation of shipping’s global regulatory framework and promotion of free trade principles.

Rachel leads the ICS Shipping Policy teams’ influencing and advocacy efforts to promote the interests of the global shipping industry across the international policy landscape, on a broad range of policy matters, including trade restrictive measures, taxation and sustainability initiatives.

Rachel works closely with international bodies such as the UN, WTO and OECD, as well as several international regulatory bodies of the International Maritime Organisation (IMO) including the Facilitation (FAL) Committee and the Sub-Committee on Implementation of IMO Instruments (III).

Rachel has a breadth of policy experience across local and national government, and the third sector, in the UK and Australia. Prior to joining ICS, Rachel worked in senior roles for the UK Government on international climate and trade policy, and for the UK’s national membership association for general practitioners. Prior to this, Rachel worked as a management consultant for EY Australia on workforce strategy and human capital issues.

Rachel graduated from the University of New South Wales, Australia with a double degree in Commerce and Science.
