Mr. Fu Xuyin was Deputy Director General of Changjiang Waterway Bureau, MoT, Deputy Director General of China Rescue and Salvage, MoT, Director General of Changjiang Waterway Bureau, and Director General of Changjiang River Administration of Naviational Affairs, MoT.

He was appointed as Vice Minister of the Ministry of Transport in 2022. Mr. Fu is also the head of China MRCC and China Maritime Safety Administration.
