Mr. Elmer Francisco U. Sarmiento is the currently appointed Department of Transportation’s Undersecretary for the Maritime Sector.

His appointment to the Department of Transportation is a fitting selection to his extensive maritime knowledge. He served one of the Philippines’ leading logistics companies for years as a President and CEO. He led this Filipino multinational logistics company to be the largest Filipino logistics company in the Philippines. A stalwart partner of the group’s top management, Mr. Sarmiento, led the expansion of its business operations by strategic asset acquisition, good investments, developing human resource potentials, and integrating other businesses to reinforce and strengthen the company portfolio.

These breakthroughs enabled his former company to establish its position as one of the industry leaders in the Philippines and globally.

Concurrent to this role, he also served as director of an international shipping line, while also running various companies in cold chain, food processing, commercial shipping, project transportation, and
heavy haulage. He started his career in assurance and audit. Mr. Sarmiento left the private sector in July 2022 to join the government.

He was also a member of the Board of Advisors of the Worldwide Project Consortium and the Projects Professional Group, whose membership covers more than 100 countries worldwide. He was formerly the Chairman of the Lay Society of St. Arnold Janssen, a faith transforming life organization.

In 2017, Mr. Sarmiento was selected as one of Smart Enterprise Global Filipino Executive of the Year during the Asia CEO Awards. He added another feather to his cap last 2020 after bagging one of the Outstanding Leaders in Asia at the Asia Corporate Excellence & Sustainability Award (ACES) in Kuala Lumpur, Malaysia.
