Mr Chen was Born in 1970 and graduated from Peking University with a Bachelor of Laws degree, majoring in Economic Law.

He is currently the Chairman of COSCO SHIPPING Bulk Company Limited, and has served as:

• General Manager of the Marketing Department of CHINA SHIPPING Lines Company Limited;
• President of CHINA SHIPPING (Korea) Holding Company Limited and General Manager of CHINA SHIPPING (Korea) Company Limited;
• President of CHINA SHIPPING (Southeast Asia) Holding Company Limited;
• General Manager of XINHAI Shipping Company Limited;
• Deputy General Manager of CHINA SHIPPING Container Lines Company Limited;
• Deputy General Manager of COSCO SHIPPING Lines Company Limited;
• Deputy General Manager, General Manager, and the Chairman of COSCO SHIPPING Specialized Carriers Company Limited.
