Dr Edmund Hughes is a consultant with a primary focus on the decarbonisation of the shipping industry. As a former member of the Secretariat of the International Maritime Organization (IMO), where he was responsible for MARPOL Annex VI and work by IMO to address GHG emissions from ships including preparation of the Initial IMO GHG Strategy, and having worked for the UK shipping Administration in both environment and safety policy roles, his background is in shipping policy and the implementation and enforcement of shipping regulation.

As part of his consultancy he has been assisting the International Chamber of Shipping (ICS) with its efforts to develop and submit to IMO possible technical and economic mid-term GHG reduction measures. Additionally, he acts as the Representative to the IMO for the International Bunker Industry Association (IBIA) where this global sector will be at the centre of immense change as international shipping undergoes an energy transition.
