In April, the International Maritime Organization’s (IMO) member states took a historic step by agreeing to the Net-Zero Framework (NZF) – the world’s first global emissions price for an entire industry. This was a landmark step towards decarbonising international shipping and one that the International Chamber of Shipping (ICS) has been advocating for and fully supports.
ICS comments on document MEPC/ES.2/2 (Secretariat). Whilst ICS urges the Committee to adopt draft Revised MARPOL Annex VI 2025, as set out in the annex to document MEPC/ES.2/2, ICS suggests a single amendment, of essential importance to shipowners, to draft regulation 39.2 of MARPOL Annex VI concerning rewards to ships using zero/near-zero GHG fuels and technologies (ZNZs), which, with the Committee’s agreement, needs to be given careful attention by the Drafting Group that is expected to be established by the Committee at this session.
ICS urges the Committee to adopt the draft Revised MARPOL Annex VI 2025, as set out in the annex to document MEPC/ES.2/2 (Secretariat), including the new draft Chapter 5 Regulations on the IMO Net-Zero Framework (NZF), so that these amendments can enter into force in March 2027. ICS also has comments, especially with respect to the vital importance of rewards to ships to incentivize the uptake of ZNZs, as provided for by the NZF, and unhelpful unilateral GHG measures applicable to international shipping, which should be replaced by the IMO NZF once adopted.

The 2025 Guidelines are intended to ensure proper legal process, reinforce and protect existing human rights, and ensure that seafarers are treated fairly and with dignity when detained in connection with alleged crimes. While not binding, the guidelines compile in one document relevant standards already found in international law and provide important guidance for states, shipowners and seafarers in cases of criminalisation involving seafarers. In addition they are based on, and are to be read in line with, the principles, rights and obligations already found in the Maritime Labour Convention 2006, as amended (MLC 2006).

26 June 2025, London: The International Chamber of Shipping (ICS) and European Shipowners | ECSA welcome the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships (Hong Kong Convention) entering into force globally today. The International Maritime Organization (IMO) adopted the Hong Kong Convention on the 15th May 2009. The aim of the Convention is to reduce risks to health, safety and the environment, ensuring that ships when being recycled after reaching the end of their operational lives, do not pose any unnecessary risk to human health and safety or the environment.
