China Liaison Office

China is a hub for global shipping with over 6,000 ships in Chinese ownership, and an additional 2,600 ships under Hong Kong, China ownership. This represents over 15% of the world fleet, second only to Greece.

We have witnessed the tremendous growth of the region, and the Belt and Road initiative is further changing the global dynamics of shipping, which is something that we can all benefit from. In setting up its China office in November 2019, ICS recognises the importance, and the influential role that Asian economies, and particularly China, play on the international stage.

Why ICS set up its China office

The establishment in Hong Kong of the ICS (China) Liaison Office reflects the great importance which ICS members attach to good relations with the Government of the People’s Republic of China and other major stakeholders within the Chinese shipping industry, in particular the China Shipowners’ Association (CSA). In view of the critical role that China now plays throughout the maritime sector, choosing Hong Kong as the venue of the ICS (China) Liaison Office also presents our aim and ambition of helping to shape the future of shipping.

ICS is proud to enjoy strong relationships with China, particularly with the representatives at the International Maritime Organization in London. China continues to show great leadership on the international stage and we at ICS welcome a closer relationship as we address the challenges that face our sector. It is only through partnership that we will all succeed.

The important thing is to always promote partnership and treat each other with respect and trust, and in that spirit engage in consultation as equals, manage differences while seeking common ground and build greater consensus.

How do ICS members benefit from this

In terms of ICS’s core objectives, maintaining China’s strong support for a global system of maritime governance is seen as a critical issue during the immediate years ahead. The impact of Chinese domestic regulations on non-Chinese ships trading to China is also of increasing importance to ICS members.

What are the most pressing issues

The immediate function of the IC (China) Liaison Office is to increase mutual co-operation and understanding between the Government of China and the Chinese shipping community represented, e.g. the CSA, and ICS with respect to important longer term regulatory issues now being considered at the global level.

In particular, such issues include the delivery of the ambitious IMO Strategy for the reduction of GHG emissions by international shipping adopted in 2018 (including the IMO target that requires a reduction of the sector’s total GHG emissions of at least 50% by 2050) and the maintenance of maritime free trade and a rules based global trading system.
