This shipping industry Guidance was initially published in 2014 by the International Chamber of Shipping (ICS) in response to the large number of migrants attempting to get to Europe and requiring rescue by merchant ships in the Mediterranean.1 This second edition has been updated to take account of the recent experience of shipping companies, Masters and crews. It is also is also supported by the following industry organisations: ASF, ECSA, ETF, ITF, CLIA, Intercargo, Intermanager, Intertanko and IPTA.
The BIMCO and ICS Manpower Updates are regarded as the most comprehensive assessment of global supply of and demand for seafarers. The 2015 report describes the current worldwide supply and demand situation for seafarers; and makes predictions about the likely position in 5-10 years time, to help the industry anticipate developments and take appropriate action.
This brochure sets out ICS support for the IMO’s selected theme for World Maritime Day 2014 - "IMO Conventions: Effective Implementation". ICS suggests that all future environmental regulation adopted by IMO should meet existing IMO criteria for demonstrating ‘compelling need’ and be subject to a full and proper cost benefit analysis and impact assessment, including the availability of any required new technology.
